职位介绍: 外资公司，一定要有3C消费电子行业经验，英文流利，熟悉出口美国和欧洲的业务，薪资Open。 DAY-TO-DAY — BROKERAGE & ENTRY OPERATIONS – Monitor broker reports, entry reports, and exception reports daily — actioning holds, CBP exam notices, CF-28/CF-29 requests, and release delays – Manage the ACE portal for US entries, maintaining accurate bond sufficiency, power of attorney records, and entry summaries – Review liquidation notices and flag entries approaching protest windows or ADD/CVD deadlines – Manage vendor exceptions in real time — disputed charges, mis-filings, late manifests, and valuation discrepancies — maintaining a corrective action log DAY-TO-DAY — CROSS-FUNCTIONAL SUPPORT – Respond to trade compliance inquiries from across the business: Manufacturing (COO documentation, CM onboarding), Logistics (incoterms, freight classification), Fulfilment (DTC import requirements, de minimis), Marketing (temporary imports, samples), Finance (duty accruals, landed cost), Legal (regulatory risk), and Leadership – Attend NPI and product development meetings to embed HTS classification and origin analysis at design stage — before sourcing decisions are locked – Sit on the Logistics Lead Team as the trade compliance voice, ensuring customs implications are considered in network design, carrier selection, and DC location decisions DAY-TO-DAY — KPIS & REPORTING – Maintain and report on core operational KPIs: entry accuracy rate, broker exception rate, exam frequency, duty spend vs. budget, liquidation status, protest filing timeliness, and drawback recovery – Maintain exec-level visibility dashboards as a standard deliverable for CSCO and CLO STRATEGIC — CLASSIFICATION, VALUATION & ORIGIN – Own the global HTS classification library, transaction value methodology, and FTA qualification program across all markets – Manage binding ruling applications with CBP and equivalent customs authorities globally – Ensure related-party valuation is aligned with transfer pricing and defensible on audit – Advise on supply chain restructuring (e.g. China → Vietnam/Malaysia) with full customs consequence analysis — substantial transformation, ADD/CVD circumvention risk, and origin qualification STRATEGIC — TARIFF & DUTY STRATEGY – Monitor the global tariff landscape — Section 301, IEEPA, ADD/CVD orders, and market specific duty changes — and proactively assess financial exposure – Identify and execute duty mitigation strategies: first sale valuation, Chapter 98 provisions, FTA utilisation, duty drawback, and tariff engineering – Coordinate with external counsel on protest strategy, exclusion requests, and legal risk management – Own financial projections for duty spend — modelling tariff exposure by origin, HTS code, and market under multiple trade policy scenarios STRATEGIC — GLOBAL CUSTOMS STRATEGY & ROADMAP – Develop and maintain a multi-year global trade compliance roadmap covering broker network optimisation, technology investment, regulatory readiness, and market expansion support – Proactively communicate risk and opportunity through a global lens to Leadership, Finance, and Legal — before they become operational issues – Lead internal and external QBRs, presenting performance against scorecards and aligning on upcoming priorities STRATEGIC — VENDOR MANAGEMENT – Own the full lifecycle of broker and trade service provider relationships — performance management, formal RFP processes, selection rationale, and commercial terms – Design and maintain scorecards measuring entry accuracy, on-time filing, exception rates, responsiveness, and cost — using data to drive vendor conversations and inform renewal decisions Experience – 7+ years of customs and trade compliance experience, with at least 3 years in a global role managing multiple markets simultaneously – Deep expertise in US customs (CBP, ACE, HTS, CF-7501, protest procedures) with working knowledge of EU, UK, Canadian, Australian, and Japanese customs regimes – Hands-on experience managing customs brokers across multiple geographies and running formal RFP/vendor selection processes – Track record of managing tariff mitigation programs — duty drawback, FTA qualification, Section 301 exclusions, or protest filings – Experience working with external trade counsel and managing legal engagements on classification, valuation, or trade remedy matters – Familiarity with the ASEAN Free Trade Agreement and its application to manufacturing origins in Malaysia and Vietnam, including rules of origin and certificate of origin requirements – Consumer electronics, technology, or high-volume import background strongly preferred – Licensed Customs Broker (LCB) or Certified Customs Specialist (CCS) designation preferred
