职位介绍: 职位目的与职责： As China SS&E Associate Director for project design management, you will play a key role in supporting China Head operation and oversees the design lifecycle of large-scale investments. You will response to ensure projects align with business goals, global standard / procedures, meet local regulation requirement including safety and environment standards, and are delivered on time and within budget. This role bridges initial feasibility study with final engineering and construction. You will work closely with all stakeholders (global and China) in project to setup project design target and timeline, and deliver design package to construction and oversight design change in project implementation. 作为中国SS&E项目设计管理的助理总监，您将在支持中国区运营方面发挥关键作用，并负责大型投资项目的设计生命周期管理。您将确保项目符合业务目标、全球标准/流程，满足当地法规要求（包括安全和环境标准），并按时按预算交付。该职位连接了初步可行性研究与最终工程和施工阶段。您将与项目中的所有利益相关者（包括全球和中国团队）紧密合作，制定项目设计目标和时间表，并将设计方案交付给施工团队，同时监督项目实施过程中的设计变更。 Design Oversight: Manage the end-to-end design phase (from feasibility study to conceptual and basic design to detailed engineering) while ensuring it aligns with project requirements and end-user needs 设计监督：管理端到端的设计阶段（从可行性研究，到概念和基础设计到详细工程设计），确保其符合项目要求和最终用户需求。 Budget Estimation & Cost Control: Prepare CAPEX budget requests, conduct feasibility studies, and apply value engineering to optimize costs without compromising quality. 编制资本支出预算申请，开展可行性研究，并运用价值工程优化成本，同时保证质量。 Stakeholder & Vendor Management: Coordinate cross-functional teams (engineering, procurement, and operations) and manage external partners, including architectural/engineering firms and equipment vendors. 利益相关者与供应商管理：协调跨职能团队（工程、采购和运营），并管理外部合作伙伴，包括建筑/工程公司和设备供应商。 Risk Management & Compliance: Identify risks early in the design phase and ensure all designs adhere to statutory regulations, HSE (Health, Safety, and Environment) policies, and industry standards 风险管理与合规：在设计阶段早期识别风险，并确保所有设计均符合法规、健康、安全与环境 (SHE) 政策以及行业标准。 Develop preliminary schedules and work breakdown structures tailored to different project objectives. 根据不同的项目目标，制定符合项目实施的初步进度计划表和工作分解表 Design and plan the project according to fire safety regulations and/or GxP regulations, based on different project requirements. 根据不同的项目要求，根据消防法规和/或GxP法规要求进行项目的设计规划 Change Control & Handover: Manage design changes effectively, track deliverables against stage-gates, and oversee the seamless handover of the design package to construction and commissioning teams, and response to BIM model lifecycle management 变更控制与交接：有效管理设计变更，跟踪阶段性交付成果，并监督设计包顺利交接给施工和调试团队，并负责BIM模型在项目生命周期中的管理。 Be responsible for arranging meetings, writing meeting minutes, following up on the implementation of meeting resolutions, supervising key tasks, and promoting the implementation of key projects 负责会议安排，撰写会议纪要，跟进落实会议决议，督办重点工作，推动跟进关键项目落地； Willingness to travel occasionally, both national and international 愿意接受国内和海外出差。资格、经验和技能 Bachelor’s degree in Mechanical Engineering, Process Engineering, Architecture or Biotechnology 机电工程、工艺工程、建筑工程、生物工程相关专业学士学位 Fluent in English. 英语口语书写熟练 18 years of sector-specific experience. 18 年与该行业相关的专业工作经验 At least 10 years’ experience in Project Management in Pharmaceutical industry 10年以上制药行业项目管理经验 Management Awareness: Possessing a strong sense of responsibility, confidentiality, management, strong service awareness and cost consciousness 管理意识：具有较强的责任心、保密意识、管理意识、较强的服务意识和成本意识； Planning and Organization: Having a meticulous and comprehensive work plan and being able to combine various practical resources for analysis, decision-making and implementation. 计划组织：具有周密完善的工作计划，并能结合各种实际资源组织分析和决策实施； Professional Qualities: Having strong communication and expression skills, business handling and external liaison abilities, possessing strong team management skills, self-study ability and adaptability, acting impartially and not seeking personal gain. 职业素养：具有较强的沟通表达、业务处理和外联等能力，具备较强团队管理能力，有自学能力和适应性，秉公办事，不谋私利 Proven experience overseeing a program of capital (CAPEX) projects, specially design management in pharmaceutical facility and office. 拥有丰富的资本支出（CAPEX）项目管理经验，尤其是在制药厂和办公楼的设计管理方面。 Demonstrated ability to manage engineering design contracts and service providers. 具备管理工程设计合同和服务提供商的能力。 System Thinking： Capable of designing mechanisms and SOPs to ensure strategies can be implemented and replicated. 系统思维：能设计机制、SOP，确保策略可落地、可复制。
