- Decision Authority
• Full authority over daily site operations, production priorities, site organizational design and internal KPI cadence.
• Authority to appoint, replace and restructure the local management team within approved budget and legal framework.
• Authority to approve local operational expenditure and headcount within annual budget delegation.
• Authority to escalate, stop shipment, initiate containment and allocate resources for customer quality protection.
• Authority to recommend capex, transfer projects, customer commitments and strategic supplier changes to Group
approval bodies.
• Authority to represent FEW locally with government, customers, suppliers and professional associations within Group
policy limits.

P&L and Budget Responsibility
• Owns site P&L: revenue execution, gross margin, conversion cost, overhead, EBITDA, cash contribution and working
capital.
• Owns annual operating plan and monthly performance review with Germany.
• Owns productivity roadmap, cost reduction plan, make-or-buy execution, supplier localization savings and headcount
productivity.
• Owns capex business cases, transfer-program budgets, tooling budgets and maintenance investment prioritization.
• Finance Manager / Controller reports locally to the GM with functional alignment to Group CFO to protect governance
and transparency.
Strategic Importance of the Position
• The GM is the single most important leadership appointment for FEW Changzhou's transformation from a local
manufacturing site to a strategic China operations platform.
• The GM will determine whether Germany-to-China transfer is executed as a disciplined value-creation program or
becomes a source of quality, customer and organizational risk.
• The GM will be responsible for building successor leadership and reducing dependency on German intervention.
• The role directly affects customer confidence, profitability, delivery reliability, quality reputation, employee disciplin
